Procedure for the Adventurous Activity Permit Scheme

The Adventurous Activity Permit Scheme will start on 1st January 2007 in Greater Manchester North and will operate as follows:-

 a)      To get a permit the applicant should complete the application form and apply to an Approved Assessor.  This can be one of our County Assessors, a County Assessor from another County or an External Assessor.  It is advised to use our County Assessors.  They should not be contacted directly but via our ACC(Activities).  Who will arrange for the assessor to call the applicant.

 b)      There are four areas assessed to gain a permit:

(1) Technical Competence

(2) Scout Association Rules

(3) Child Protection

(4) Personal Suitability

 

c)      At the same time as applying to the Approved Assessor the applicant should inform the District Commissioner of their Adventurous Activity Permit application.  The District Commissioner can now assess areas 3 and 4.

(3) Child Protection - this ensures that the necessary Personal Enquiry checks have been carried out and the appropriate child protection training has taken place.

(4) Personal Suitability – This is carried out by the District Commissioner, often in conjunction with a Group Scout Leader or similar, to check the applicant is suitable (in terms of attitude) to be leading an adventurous activity for young people.

d)      The Approved Assessor will assess area (1) Technical Competence – the Approved Assessor assesses this and looks at the specific technical skills required to run the activity. It is usually assessed through a practical assessment.  The applicant will be required to produce a log of their activities in the particular activity for the previous three years together with any qualification certificates.

e)      Area (2) Scout Association Rules – This will be assessed by our ACC(Activities). Who will check if the applicant is aware of the activity Rules and how they affect the activity within Scouting. This will usually be assessed by a simple project.

f)        The applicant should have a copy of the assessment form, the Approved Assessor can provide one if required.  The applicant holds onto this form until all four areas are completed.  When completed the District Commissioner may require clarification of the Assessor (if not from our County) or clarification of the Technical Assessment.  The DC can contact the Assessor direct or via our ACC(Activities)  The District Commissioner can now complete area (5) Permit Granted.

g)      The Permit will then be issued by the District Commissioner. The details together with the assessment form must be held in the District and entered onto the Membership Database. The Permit is given to the applicant.
